Résumé :

Cette recherche doctorale s’intéresse aux familles concernées par la prévention et la protection de l’enfance. Plus spécifiquement, elle prend en compte les dimensions territoriales et spatiales des problématiques de protection de l’enfance à partir d’une monographie de quartier, dans le 19^e arrondissement de Paris. La recherche est réalisée dans le cadre d’une convention industrielle de formation par la recherche (Cifre) au sein de la fondation Olga Spitzer et en relation avec les établissements qui accompagnent les enfants et familles concernées au sein du territoire étudié. Sur le terrain, le chercheur est accueilli au sein de la Maison des liens familiaux (MDLF) qui est un centre de ressources pour les familles et professionnels parisiens.          

Nous visons à déterminer, dans un territoire précis, l’expérience des enfants et des familles, en analysant les stratégies des acteurs, les contraintes vécues par ces enfants et familles et les ressources locales qu’ils mobilisent pour y faire face. Nous interrogeons les relations entre prévention, aide sociale à l’enfance et politique de la ville. Nous nous appuyons sur la notion de ressource, à partir du regard des différents acteurs. Nous faisons l’état des lieux de ces ressources et étudions la manière dont les professionnels les intègrent au dispositif de protection. Nous proposons une approche par le territoire, en tant que concept de réflexion et d’action, avec l’idée que celle-ci peut apporter des éléments de réponse concrets dans le champ de la protection de l’enfance. L’échelle microsociale de l’étude et sa dimension spatiale permettent d’étudier prévention et protection dans un même mouvement.

Cette recherche se rattache à la discipline des sciences de l’éducation et de la formation. Elle bénéficie d’apports multiples, issus de la sociologie et de l’anthropologie de l’enfance et de la famille. En outre, la géographie sociale et les études urbaines permettent de définir les notions de quartier, de territoire, et d’analyser les politiques publiques. Cette monographie s’organisera autour du champ de l’éducation familiale étudiant le processus éducatif, à l’échelle du quartier, en lien avec les institutions mandatées par l’aide sociale à l’enfance tout autant qu’auprès des acteurs plus informels.

Le quartier est observé à travers ses acteurs, ses infrastructures, leur environnement et leur impact sur les conditions d’éducation familiale et d’interventions sociales. L’étude portera sur les ressources de proximité et leur inscription au sein des politiques de prévention et de protection de l’enfance : parentalités, accompagnement de la scolarité, avenir, trajectoire, parcours des enfants et adolescents, dispositifs d’accueil et d’accompagnement. Le recueil des données s’appuiera sur les outils de l’enquête ethnographique : observation participante, journal de terrain, entretien formel ou informel, et intègrera des éléments de recherche-action dans la perspective d’une participation des acteurs à la recherche.

Cette contribution aux études sur la « protection de l’enfance » s’inscrit dans le champ de l’éducation familiale. Nous proposons une approche spatiale et une modélisation théorique autour de la notion de territoire pour penser la protection de l’enfance. L’utilité sociale de la recherche est ici considérée comme éthiquement incontournable. Dans cette perspective, l’étude est une ressource et un point d’appui pour des propositions innovantes en matière de protection de l’enfance, avec un impact social concret pour le territoire concerné.

Abstract :

This thesis project focuses on families concerned by child prevention and protection. More specifically, it considers the territorial dimension of child protection issues based on a monograph of a parisian neighbourhood. The research is carried out within the framework of an industrial agreement for training through research (Cifre) with the Olga Spitzer Foundation and in relation with the establishments of the foundation which accompany the children and families concerned within the studied territory.

The aim is to determine, in a specific territory, the experience of children and families, by analysing the strategies of the actors, the constraints experienced by these children and families and the local resources they mobilise to cope with them. We question the relationship between prevention, child welfare and urban policy. We rely on the notion of resource, based on the viewpoint of the various actors. We take stock of these resources and study the way in which professionals integrate them into the protection system. We propose a territorial approach, as a concept for reflection and action, with the idea that it can provide concrete responses in the field of child protection. The micro-social scale of the study allows us to study prevention and protection in the same movement.

This research is related to the discipline of education and training sciences. It benefits from multiple contributions from the sociology and anthropology of childhood and the family. In addition, social geography and urban studies make it possible to define the notions of neighbourhood and territory and to analyse public policies. This monograph will be organised around the field of family education, studying the educational process at the neighbourhood level, in connection with the institutions mandated by the child welfare system as well as with more informal actors.

The neighbourhood is observed through its actors, its infrastructures, their environment and their impact on the conditions of family education and social intervention. The study will focus on local resources and their inclusion in prevention and child protection policies: parenting, support for schooling, the future, trajectory and pathways of children and adolescents, reception and support systems. The data collection will be based on ethnographic survey tools: participant observation, field diary, informal interview, and will integrate elements of action research with a view to involving the actors in the research.

The contribution to the research field of « child protection » is thought at crossroads of the field of family education and the study of city policies. A theoretical model is proposed around the notion of territory to think about child protection. The social utility of research is considered here as ethically unavoidable. In this perspective, the study aims to be a resource and a support point for innovative proposals in terms of child protection, with a concrete social impact for the territory concerned.
